Prohibited and restricted items:

The lists of items prohibited for shipment and those allowed under conditional permission in international and domestic EMS, courier, and bulk shipments are determined based on the legislation of the Republic of Azerbaijan, the acts of the Universal Postal Union, and relevant information published by the Union for member countries.

Items prohibited for shipment from Azerbaijan:

• Firearms and their ammunition, all military items, explosives, military equipment;
• Radioactive materials;
• Narcotics and psychotropic substances, accessories for their use;
• Materials promoting and advertising immorality, violence, and terrorism;
• Materials related to the production technology of narcotics, psychotropic, toxic, and explosive substances;
• Special secret communication devices, literature on their encryption and operation;
• Information systems, documents, and archives of the Ministry of Defense, the State Security Service, the State Border Service, and the Ministry of Internal Affairs of the Republic of Azerbaijan;
• State documents of significance, inventions, and projects;
• Precious metals and precious stones in raw form;
• Rare plants, deer, and gazelle antlers listed in the Red Book of Azerbaijan;
• Valuable wood species (walnut, chestnut, juniper, oak, pistachio, ironwood);
• National cultural property of the Republic of Azerbaijan, objects included in the State List of National Cultural Property, except for temporary exhibitions, tours, restoration works, presentations, and international cultural events;
• Equipment for issuing money and postage stamps;
• Human organs or tissues;
• Live animals;
• Perishable substances;
• Toxic and toxicological substances;
• Biological and infectious substances;
• Mercury, chemical reagents, and acids;
• Materials that degrade human honor and dignity, or insult national and religious sentiments;
• Perishable food products;
• Shipments that can pose a danger to postal employees due to their nature or packaging, and may cause damage, spoilage, or contamination of other postal shipments and postal equipment;
• Coins, banknotes, or traveler's checks;
• Original documents with the state coat of arms;
• Standards for state measurement units;
• Documents from the State Archive Fund.

Items allowed for shipment from Azerbaijan under conditional permission:

• Veterinary medicines, veterinary supplies, plants, animal and plant-based raw materials – with the official permission of the Veterinary Department of the Ministry of Agriculture of the Republic of Azerbaijan and the Phytosanitary Control Service;
• Artistic, historical, scientific, and other valuable cultural items (including items not mass-produced in Azerbaijan or abroad before 1965, handwoven carpets, carpet products, crystal, porcelain, and ceramic vessels, musical instruments, visual artworks, etc.) – with the official permission of the Ministry of Culture of the Republic of Azerbaijan;
• Zoological collections, their parts or individual objects, including objects from the animal kingdom – with the official permission of the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan;
• Medicines – in the necessary quantity for personal use;
• Alcoholic beverages – up to 3 liters;
